Our policy is that translations of documentation should be published on
the local team websites. We don't publish them on help.ubuntu.com, which
(like www.ubuntu.com) is English only. Many teams do this and we'll be
happy to give you a hand on the ubuntu-doc website if you have any
questions about it.
Links like the one you posted can be amended by translators if a
translated website exists. I'm closing the bug.
