Hi Nick, I had the same problem for at least two years. It appeared on Belkin and Netgear routers. The problem only appears when signal is quite low. Then the card scales down the speed and being unable to raise it back. Reconnecting usually helps for a few minutes, but then the same problem. In windows XP with the same conditions the speed is fine. Intel just really need to fix the driver, or rewrite it.
