I just came across this on all two different up to date Karmic systems.
A perfectly valid blank CD-R disc was not recognized by brasero or
gnomebaker. I tried it in an earlier Ubuntu release and it was
recognized and I could burn to it just fine. I have subscribed Martin
Pitt (please forgive me if this is in error) since when this got
reassigned to devicekit-disks, the right people were not aware of the
bug anymore.
I'm very keen to get this bug fixed and can provide any information
required. This may be related to bug #497232.
