I can confirm this in Ubuntu 9.10 with glipper version 1.0-1.1ubuntu1. Glipper causes 100% cpu usage after I add it to gnome-panel. It also causes gnome-panel to freeze up and sometimes even crash.
After I kill the process, I get a "The panel encountered a problem while loading OAFIID:Glipper...." error dialogue.
