That's right, a default installation of Ubuntu intentionally does not
set a root password at all. Please see
https://help.ubuntu.com/community/RootSudo for more details. I can't
speak for the "Users and Groups" handling, and have added a bug task on
Ubuntu gnome-system-tools for that.
