Alan is correct that this button simply checks for a new version of the installer software itself. The purpose of this is to give us a bit of a get-out in case there are serious installer problems we don't catch before release: we can publish them to lucid-updates and tell affected users to press that button, which is rather more straightforward than telling them to run a bunch of cryptic commands in a terminal.
