Public bug reported:

If you right click on the desktop, "Create new folder" icon looks to be
24x24 when it should be 16x16.

I have changed my button icon sizes from 24x24 to 16x16 using the following 
'.gtkrc-2.0' modifiction:
gtk-icon-sizes="panel-menu=24,24:gtk-menu=16,16:gtk-button=16,16:gtk-small-toolbar=16,16:gtk-large-toolbar=24,24:gtk-dialog=24,24:gtk-dnd=24,24

The green arrow icon used for apply's or ok's stays at 24x24, maybe
missing a 16x16 counterpart?
