Yeah, just close the bug. It's pretty good solution...

Did you try to run screen from common user added by useradd?

Bug still here. Ubuntu hardy (LTS).

$ dpkg -l | grep "screen.*terminal"
ii  screen                                    4.0.3-7ubuntu1
    terminal multiplexor with VT100/ANSI terminal

$ ls -l /usr/bin/screen
-rwxr-sr-x 1 root voice 344608 2007-10-23 20:04 /usr/bin/screen*

strace output:
stat("/var/run/screen", {st_mode=S_IFDIR|0755, st_size=60, ...}) = 0
fstat(1, {st_mode=S_IFCHR|0620, st_rdev=makedev(136, 0), ...}) = 0
mmap(NULL, 4096, PROT_READ|PROT_WRITE, MAP_PRIVATE|MAP_ANONYMOUS, -1, 0) =
0x7fb6176c2000
write(1, "Directory \'/var/run/screen\' must"..., 49Directory '/var/run/screen'
must have mode 777.) = 49

$ uname -m
x86_64
