OpenOffice.org Writer always tends to scroll the document to cursor
despite the fact that I'm scrolling with the mouse wheel.

As far as I can see, the scroll only happens when you scroll document
down. Then, if you're not quick enough to click somewhere in the visible
area of the document, it jumps back to make current cursor position
visible in about one second which is terribly annoying. Then you have to
scroll again, and second time it does not happen (looks like there's a
timer which fires after certain interval upon a click).

It seems this problem goes as far back as 2007 (OOo 2.3):
