I changed to Kubuntu. On hibernate saw this: Feb 27 21:27:11 hitesh-laptop kernel: [ 199.016000] swsusp: Cannot find swap device, try swapon -a.
I went to gparted and applied swapon my swap partition, then hibernate happens. But on restart it does not resume. Looks like the swap partition is not swapon'ed on boot. Do not know how to persist the change. The problem _probably_ originated because I did a dist-upgrade after resuming and not clean booting. I hope fixing the swapon will resolve the issue. But I an unable to set it permanently.
