"Turn off xkbd - just remove or save somewhere else file ~/.kde/share/config/kxkbrc, then restart X server (Ctrl+Backspace), log in into kde session and now you can switch keyboard layout with left Alt+Shift. Note that Xorg keyboard switch doesn't work with kxkb, that's why you have to turn off kxkb. To see what keyboard layout you actually use install something like keyboard switcher (kkbswitch for instance)."
