Binary package hint: nxml-mode
If I use nxml-mode to open a XSLT document the status line says it is
"degraded" and my "*Messages*" buffer has the following lines:

nxml-maybe-load-char-name-set:

The same happens with the following flags to emacs: "-q --no-site-file"
