The partition was not set as a "bind" mount in my case. It's likely the
two issues are related, but it's not purely an issue with bind mounts in
my case.

My /etc/fstab had in it:

none /proc/bus/usb usbfs defaults 0 0
tmpfs /var/tmp tmpfs defaults 0 0
tmpfs /tmp tmpfs defaults,size=1G 0 0

I haven't tried to reproduce the problem since disabling tmpfs, but I
can try again in a couple days.
