New information: changing the file extension allows the file to be downloaded.
Change an ODT file's extension to any extension that works, and the file may be downloaded successfully. It does not matter what the extension is, as long as it belongs to a file type that successfully transfers. Once the ODT file is downloaded, the extension may be changed once again to ODT and the file opened without problem. Of course this workaround is not practical, but it does add a clue. These extensions work: DOC, PDF, HTML, JPG So far, these extensions do not work: ODT, WPD.
