on a fresh instal of Ubuntu 9.10, i got Japanese input with Ibus with the simple following method: 1) in System->Admin->LanguageSupport: install Japanese support, and select Ibus as input method 2) reboot 3) install ibus-anthy package 4) in System > Prefs > iBus Preferences, add Japanese - Anthy in the Method tab
That's it !
