With 8.04 I had to hotplug the usb dongle for my dinovo keyboard and mouse one time at the beginning of every x session as the originator of this bug report described. I upgraded to 9.04 then 9.10 and then regressed to 9.04 which I am currently running. (I will reinstall 9.10 soon.) With 9.04 and 9.10 my dinovo keyboard and mouse are initially recognised and functional when X starts. (Thank you!) However, after X has run for a while (maybe 3 minutes, maybe 3 days) the dropdown menus in gnome-panel become inaccessible and typing in any textbox is impossible. My mouse and keyboard inputs continue to be received in some fashion but processing of the input is impeded at some point. (In gnome-panel I can launch an app by clicking a launcher but clicking the <Applications> menu for example results in the <Applications> button being highlighted but no dropdown menu is displayed. Clicking on a textbox, the Firefox uri control for example, and attempting to type causes flickering in the textbox but no typing editing is possible.) Reseating or hotplugging the usb dongle restores proper functionality. I have only just determined that reseating the dongle restores functionality so I don't know whether this problem may recur later in the same session.
