I don't know if it is a bug exactly, but rather the method mplayer uses to play playlists. Try this command:
mplayer -playlist URL so for your example: mplayer -playlist http://loudcity.com/stations/cinemix/files/show/mp3-High.pls That works on my 8.04 machine.
