Same problem: First reboot worked, Subsequent starts will show described behavior each time (not rarley). I tried to get a trace as described in https://wiki.ubuntu.com/X/Backtracing but the page is not updated to 9.10: "sudo force_start=1 /etc/init.d/apport restart" does not work.
