Here's an update: I just started poking around in Synaptic. On a hunch in the Preferences I changed "Prefer versions from: hardy" to "Prefer newest version."
Now the update manager is downloading the reported number of updates (44). Again, this is a brand-new system, so I hadn't changed any other preferences in Synaptic. Does this help get to the bottom of the problem?
