Oops! My bad. Getting rid of the double underscore typo does work. Sorry.
So, the entry that works is this:
ENV{DKD_PARTITION_TABLE_SCHEME}=="apm", \

ENV{ID_FS_LABEL}=="WD_SmartWare", \
