His description is a little unclear. What he means, is that because there are fewer categories than plugins, the order of plugins isn't completely followed.
This is, if you have your web-bookmarks as first-search-result and your web-searches as last, they both be first, because their category (web) will be first. This is a wishlist-bug. But I do agree, I too find it annoying that yahoo-search-results, bookmarks and websearches are put together in a category.
