Public bug reported:

try this in Keyboard Shortcuts Preferences

set an (new) keyboard shortcut i.e. Shift-S
and then turn off this shortcut

close window

and try write capital S (Shift-S)

it will not possible...

try another key shortcut... and it will be same

... for unlocking shortcut you must restart computer :o)
