Hmm... If erasing /etc/ntp.conf disables the "Synchronize Now" button in
time-admin, then the solution I offered in the original bug report seems
appropriate: Supply an /etc/default/ntpdate that sets:
NTPDATE_USE_NTP_CONF=yes

That works here.
