I am not sure what the problem is here, but unless you use "available to all users" checkbox in the settings (which was dubbed the "insufficient privleges bug a bit above) you probably see a completely separate issue. Please open a new bug and maybe drop your bug id here so we can follow up there. Thanks! Also remember that if you modified /etc/ppp/options manually, this can have unexpected behaviour.
