That screenshot was taken after I reduced the number of categories. It does demonstrate that there are no arrows above the Accessories entry or below the Administration entry. You should be able to reproduce the situation of having too many categories for the Administration category to be visible by creating extra categories using alacarte. I'm not able to do so at the moment due to upgrading to karmic om my netbook (this comment is written on my laptop).
