Nate,
the fuzzy pinyin mode, like you call it, should be enabled by default.
You can check it by doing the following:
1. activate IBus, by pressing CRTL+Space
2. select PinYin input method
3. in the IBus window the second icon from right (an 'i' in a square)
leads to the configuration page for PinYin.
4. check if 'Wrong PinYin auto correct' is enabled.

If it does not work for any letter like expected, please file a separate
bug against the ibus-pinyin package.

If you want to get SCIM back working like it was in Jaunty, install the
necessary packages (scim-bridge-*, scim-pinyin, etc.) and after that
start System->Administration->Language Support and switch the Keyboard
input method to scim-bridge. Changes take effect with the next login.
