I can confirm this bug. Gnome proxy settings are set to automatic proxy configuration (a pac file location).
Starting epiphany from the CLI results in a message: *** PAC found, but no active PAC runner! Falling back to direct... and obviously no page is loading as my network does not allow direct connections. Automatic proxy configuration in firefox works fine. Ubuntu Version: Karmic Koala epiphany --version GNOME Web Browser 2.28.0 Using webkit engine (epiphany-webkit).
