I have found out that the problem is missing 24x24 subdirectory in Tangerine's folder (/usr/share/icons/tangerine). I have copied that folder from Ubuntu 9.04 installation - and that fixed the problem.
I attach my 24x24 tangerine folder, you should unpack it to /usr/share/icons/tangerine (do it as root).
