If it's on an Eee PC, when rfkill is set to 0 the device is removed from the PCI listing as it is off in the BIOS (and the USB port is powered off).
When turned back on with rfkill=1 then the port is turned back on, but since the pciehp hotplug bug exists you still won't see it in the pci listing unless you have the grub option set to force pciehp.
