Like Troy I changed the GConf setting, since this is required for 'Do nothing' since this commit:
http://mail.gnome.org/archives/svn-commits-list/2009-July/msg05558.html with the comment: /* we only add do nothing in the GUI if the user has explicitly specified this in GConf */ This means that it is only possible to set 'Do nothing' in GConf not in the GUI, but it will be shown i GUI.
