Here's something interesting:

This is the output just after I've logged in:
                     USER PID ACCESS COMMAND
/dev/snd/controlC0: ja 1659 F.... pulseaudio

When I open the sound preferences applet:
                     USER PID ACCESS COMMAND
/dev/snd/controlC0: ja 1659 F.... pulseaudio
/dev/snd/pcmC0D0c: ja 1659 F...m pulseaudio

When I close the applet, the output to the command goes back to the
first one.

I've installed some non-free codecs/plugins (for mp3 and aac files) and
I've noticed that the sound hardware is slower to disappear since I did
that. (Which is why I can close the applet before the sound disappears.)
But it does eventually if I leave the applet open - takes a minute or
two.
