At the moment, translators can set up their own per-language teams and
start mailing lists. We are not going to implement forums outside
mailing lists, and we are not going to organize this for others.
However, Launchpad Translators group is a good place to have that set
up, so if anyone is interested, do talk to that group.
Note that actual commenting and discussion features that are relevant to
translations are sufficiently covered by bugs #25 and #211 (and probably
some others).
