I've tried both upgrading and a fresh install. Ubuntu 9.10 won't connect to a WEP 128 bit secured wireless router. Connections to unsecured routers work fine. This is not a problem on Ubuntu 9.04 and this is effecting several different wireless cards on several different machines...
