PS: I could force the manager to start anyway, with hp-systray -x.

There, I could add a new printer, and my printer on the USB port was
recongized and registered as
hp:/usb/Photosmart_C6200_series?serial=MY7AOH23Z30506

- I can print a test page from the KDE4 system settings -> printer 
configuration.
- I could also print a test page from the HP device manager (via hp-systray)

So for me this is resolved, but as a bug I think we cannot close it yet.
There should not be a need to uninstall and reinstall a package, then find out 
about a switch to force-start a helper app, and then add a printer that existed 
before.
