I did not change the problem we're dealing with on this report, I merely changed the title to something more developer-oriented. I don't think we should always adapt the description to the most basic POV, because then people aware of the fact that services-admin is not even installed won't even find the report. Anyway, the goal is to fix this - and I will suffer from the duplicates that may appear more than you do, so don't worry...
