Public bug reported:

Binary package hint: ubiquity

this seems like it could be similar to #60868.

during the partition step of the installer, sda is not coming up at all either
in manual partition or automatically partition.
there are 2 other disks, sdb and sdc, sdb has windows installed on it.
none of the drives are mounted.
