I'm only seeing the problem with my own applications. For example, I'm writing a launcher app like gnome-do and I'm using the dock type hint for the main window. I don't expect this to be a priority for anyone as it probably doesn't affect any users at the moment but I just wanted to make sure that the errant behaviour is noted and that the bug is reported.
