Public bug reported:

Binary package hint: gnome-power-manager

When gnome-power-manager isn't running the brightness level is stable. I
just can't change it using the keyboard shortcut. I can change the
brightness level using this command.

sudo echo 8 > /sys/devices/virtual/backlight/acpi_video0/brightness

I can also see the key event using xev when gnome-power-manager isn't
running.

when gnome-power-manager is running, the jitter will only start if I try to
change the brightness level.
This jitter can go on for hours, or sometime just minutes. (without killing
gnome-power-manager)

This happened on my MSI U120 laptop, my HPMini 110 doesn't require
gnome-power-manager to change the brightness (must be hardwired in the
system somehow) so I have no problem with that laptop.
