I should note that my solution to this problem (which renders XFCE completely unusable) was to switch to Gnome (whose window placement model was fixed right before XFCE's was broken). A couple of hours hunting up widgets, and I don't even notice anymore (and I switch between XFCE 4.4 on an old machine at work and Gnome on my machines at home on a daily basis).
