Not sure if recompressing JPEG on import is good idea, as it can only degrade 
the photo, for limited benefit (typically cameras provide jpegs in 75-90% 
quality.
Can you be more specific when this option would be useful?

BTW, in digikam 1.0.0 you have now batch tool and you could do it
afterwards.
