Public bug reported: karmic (up-to-date) produces a loud noise (static) whenever an alert is issued (probably - it is happening frequently, for example in a terminal hitting backspace when at the left end of line - i.e. trying to backspace over left margin) the sound cannot be muted and is independent of the setting in the loudness.
