First, the answer to the questions:

3) Description of the problem:

It's an old problem that always affected the interface of network-
manager. I never reported it before, but I think it's time to write
about it.

To achieve the problem I followed this steps:

a) Click with the right button in the network-manager applet (version
0.7.996)

b) Choose "Edit Connections"

c) Add a new wired connection

d) Go to the "IPV4 Settings"

e) Choose method "manual"

f) Add an address

g) *** Here is the problem: *** In the first field, "Address",
everything is ok: the focus is on the field and there is sufficient
space to write the IP number. But, after filling the field, when I press
enter or tab, the focus is lost! It is necessary to click again in the
second field to be able to write on it!

*** Other problem: *** The size of the fields is wrong too! When I use a
large ip address, like "255.255.255.0", the field is too small!

4) My sugestions: (i) correct the focus problem in the fields of
"address"; (ii) instead of a dynamic size, it is a simple solution to
use a fixed size to the fields, based in the largest possible ip address
(for example, 255.255.255.255).
