I reported this bug upstream as well. As a work around you can run 9.10 , you just need to start the VE manually.
For example if you are running 9.10 in a template (VE) 910 sudo vzctrl start 910 sudo vzctrl exec 910 init 2 Assuming your template is working it (the VE) will then start.
