Public bug reported:

after resuming from suspend, the network applet shows the spinning wheel
as it tries to connect and the black image appears showing the network
"disconnected" from the wireless network.  Once the network finally
becomes connected, then the black image/logo appears again, but it is
still "disconnected".  this image persists several seconds (5?) after
the network is connected according to the icon in the menu bar.  The
black image should show the "connected" logo and text after the network
connects.
