After fooling around with this a little bit, I think I see what is
happening. Right before suspend something puts the drive into a bad
state. By bad state I mean that the drive is basically frozen (not
literally, it's still spinning) but it won't respond to anything and
it's not visible at all to the system. This means that when the
computer is resumed, it doesn't see it and can't remount it. It's
basically completely gone from the system. Not detected in lsusb and
no partition tables in fdisk -l. I even plugged it into another
computer without power cycling the drive and it didn't show up at all
(lsusb, fdisk -l). Power cycling the drive seems to get it out of this
frozen state. As a side note, since when it's in this bad state it
doesn't respond to anything probably means that bug #440079 is a
result of this bug.
