Hi Colin, my mistake in the question, where I originally stated the 'problem', as well as the bug report was to say dpkg and not synaptic.

Synaptic will fail with a reported missing dependency. The use of dpkg, as both you and actionparsnip suggest, resolves the problem. I perhaps would have needed to report the bug, if it is in the synaptic case a bug, for synaptic.
