my mistake in the question, where I originally stated the 'problem', as well
as the bug report was to say dpkg and not synaptic.

Synaptic will fail with a reported missing dependency. The use of dpkg, as
both you and actionparsnip suggest, resolves the problem.

I perhaps would have needed to report the bug, if it is in the synaptic case
a bug, for synaptic. In any case I was simply looking for an answer to the
original question which has proven sufficient as I can use dpkg or build a
gui for it(or locate and aquire one) to replace synaptic.
