I had this issue as well. It ended up being a problem with the IMAP server choking on a particular email message. The number is the message that is being requested when the IMAP server throws an error. Once I deleted that message from the server, Evolution downloaded the rest of my mail just fine.
My issue is probably a specialized case. In general I think this error means that there was a problem on the mail server. -- Error while Refreshing folder.
