No, it's not an automated response.  Most all work done on launchpad is
by volunteer or core developers.  Whenever you reply to an email update
of this bug, it is posted as a comment.  So when your email client
quotes me, it appears as if I'm saying the same thing over and over!

Usually whenever I see this sort of error I would tell you to try
getting another disc from ShipIt or downloading another yourself.  But
since you've already tried two discs, I'm not sure what to try next.
Hopefully someone who knows more than me can help you.
