The XML help file seems ok. Copying it over e.g totem's help file displays it correctly. On the other hand, copying totem's help file to /usr/share/gnome/help/gnome-power-manager/C/gnome-power-manager.xml displays the same error as above.
It doesn't matter if I call the help file from the program or directly via $ yelp ghelp:gnome-power-manager While testing things, I noticed that ghelp:creating-metacity-themes does not work either.
