I seem to be having the same problem with an internal sierra usb card. It used to work, but now it doesn't since a few days. Oddly, it *does* work with a sim card for another account with the same provider, but not for my account (even tried getting a new sim card for that account). My guess is that it is some sort of timeout because the response time on the provider side has become slower for my account for some reason (my account does work on windows with a huawei modem).
I would like to try to make pppd or NetworkManager a bit more patient (whichever might help), but I can't find any settings to this effect anywhere. I did also modify my /etc/dbus-1/system.d/NetworkManager.conf as suggested about, but that did not help.
